The Commission's own opinion polls - facilitated by Eurobarometer - show that most no voters feared a weakening of social solidarity and social inclusion.
France: the top seven reasons given for their no vote reflected fear that the EU, and their country, was moving in a neo-liberal direction and ignoring issues like unemployment and social solidarity.
Netherlands: two thirds of the total electorate (yes, no and abstainers) saw the no vote as an opportunity to change the Constitutional Treaty in a more 'social' direction".
